After this week's airport bomb attack in Moscow, we might ask: "Could we stop an attack like that in America?" Of course we can. Previous terrorist attacks can be studied after the fact, making them the easiest type to prevent -- as long as we provide the additional resources and endure the likely inconvenience for travelers. A far more important, and difficult, question is: "How do we stop the next attack?" Here we can learn from the recent Russian tragedy.
